Is there a rule saying that the owner cannot reant their apartment to holiday makers? what can we do to avoid them from renting out to strangers .(it's just like living with a new neighbour every week). Not only they make noise, they even randomly park at anybodies parking bay not even bothered. When we ask them to move their car they can even talk rubbish to you.

It depends on the lease agreement the tenant has with the owner of the building and the legislation in your area concerning assignments.

Where I live, the original and temporary tenants, are responsible for any damage or inconvenience.

They must advise the building agent or owner for approval.

If you approach the owner or rental agent and explain what's happening, the owner or agent may terminate the tenancy if the tenant causes any disruption to the peaceful enjoyment of the building.

The agent or owner may give a termination notice to the tenants, or just a warning to terminate the tenancy.

If you call the police and there is illegal activity, the temporary

tenant can be responsible.

I would read the tenant agreement and the law where you live.
